International aid and cooperation projects funded by the national and international donors aim to support the institutional development and economic progress of the beneficiary countries.

Donor funded projects are implemented by international consultants through a tendering processes. These projects are frequently multi–component and are, therefore, awarded to multi-disciplinary consultants or to a consortium of companies with complementary fields of activity. Projects may include two or more fields such as capacity building, regulation development, advice on reforms in national infrastructure for priority areas: trade, quality and conformity assessment, customs, education, health, energy, agriculture, environment and transport.

A key issue for the long term sustainability of projects is the appropriation of the project by the beneficiary countries by effective involvement of their national expertise in the implementation of project. Partnerships with national companies in the implementing consortium is frequently a key factor for success.
